Use

Add "lat_/CRM2013QuickNavigation/Xrm.QuickNavigation.htm" as a web resource to your form.

When adding a web resource to the header of a form, you will lose the new header tile controls (right aligned boxes the turn gold when hovering over). This should be indicated in the form editor as well and is expected behavior so putting this in the footer is recommended.

Web Resource formatting for best results
Display label on the form: False
Columns: As wide as possible but the items should wrap
Row Layout: 1 for either just tab or navigations items or 2 for both. You may need to adjust based on the number of items if wrapping occurs
Scrolling: Never (unless you have limited space and items wrap)
Border: Do Not Display Border

Web Resource optional configuration - Custom Parameter(data)
Example:
ShowTab=True&ShowRelated=True&Tabs=SUMMARYTAB,DETAILSTAB&Relations=navActivities,navContacts

If no configuration is present, all tabs and and related entities will be shown.
ShowTab: True or False, only needs to be present if False - determines if the tab navigation will be shown or not
ShowRelated: True or False, only needs to be present if False - determines if the related entities navigation will be shown or not
Tabs: Comma delimited list of tab names (this is the Name field in the tab properties), only needs to be present if you are limiting which tabs are being shown - this will cause only the listed tabs to be shown (Getting Form Navigation Ids In CRM 2013)
Relations: Comma delimited list of navigation item ids (you will need to use something like your browsers developer tools to find the id of the navigation item), only needs to be present if you are limiting which related entities are being shown - this will cause only the listed items to be shown

Other

The control should automatically detect when tabs and navigation items are hidden or shown and will adjust every 5 seconds.
Tabs that are set to not display the label get assigned a generic label.
Tabs and navigation items are displayed in the same order as they would normally appear.
